According to legends, Lord Krishna was performing Maha Rasa Lila on the banks of the holy river the Yamuna, with the beautiful gopis of Vrindavan and no males other than Krishna were allowed to enter into this dance even Lord Shiva was denied entrance in this pious celebration. Then Sri Radha Rani took notice and ordered Lalita Devi to initiate Shiva into the dance.

Lalita Devi then instructed Lord Shiva to bathe in the sacred Yamuna River, and when he emerged from the holy river he was transformed into a beautiful and attractive gopi, only after then he was allowed to enter the dance.
